C.O.R.E. Institute Launches Initiative to Combat Critical Drone Threats Over Public Schools, Industry, and Community Spaces
June 25, 2025 – Houston, Texas
RJ Boatman, Chairman of the Board of Directors at the C.O.R.E. (Collaborative Operations for Regional Emergencies) Institute, has announced a major initiative aimed at addressing the rising threat of unauthorized drones over public schools, institutions of higher education, public gathering venues, and critical infrastructure.
“Drone detection and elimination is no longer a battlefield-specific concern — it’s a public safety imperative,” stated Judge Boatman. “What we face now is an unprecedented challenge requiring precision, foresight, and absolute control in highly populated and sensitive environments.”
A Clear Distinction: Battlefield vs. Public Safety
Traditional drone elimination strategies used in military conflict zones involve kinetic takedown methods — surface-to-air projectiles, electromagnetic disruptors, or other destructive force tools. These methods are acceptable in wartime environments, where a degree of collateral damage or risk to bystanders is often anticipated and mitigated through strategic isolation.
However, as Judge Boatman emphasized, “That margin of acceptable risk simply does not exist in our schoolyards, stadiums, universities, or corporate campuses.”
In public safety environments, indiscriminate drone takedown is not an option. Instead, threats must be neutralized with zero impact to the surrounding civilian population. Controlled landings, live signal interruptions, and advanced counter-drone technology capable of safe capture and neutralization — especially in cases of drones equipped with explosives — are paramount.
Strategic Partnerships for Training, Deployment, and Employment
The C.O.R.E. Institute is actively collaborating with a network of defense contractors, law enforcement agencies, academia, and industry-leading technology partners to develop a comprehensive public safety drone response protocol. This effort includes:
Detection and Early Warning Systems: Implementation of radar and RF-based solutions tailored for civilian environments.
Safe Interception Protocols: Non-destructive takedown and controlled drone landings with explosive ordinance disposal (EOD) integration.
Real-Time Risk Assessment Models: AI-enhanced predictive threat assessment to differentiate between commercial, hobbyist, and hostile drones.
Workforce Development: Training and employment pathways for professionals to operate, manage, and improve these systems at scale.
“The reality is simple — unmanned aerial threats have evolved faster than our laws and protections,” Judge Boatman added. “C.O.R.E. is here to bridge that gap, ensuring the safety of every student, employee, and community member across our region.”
About the C.O.R.E. Institute
The Collaborative Operations for Regional Emergencies (C.O.R.E.) Institute exists to develop and coordinate integrated, civilian-safe responses to critical threats — including natural disasters, mass casualty events, and emergent technologies like drones and AI surveillance. By uniting public and private sector expertise under a unified command framework, C.O.R.E. is building a safer future for Texas and beyond.
